A Threat and Hazard Identification and Risk Assessment (THIRA) is a structured process used by communities to identify the hazards and threats they face and determine what capabilities are neededto manage them.
The THIRA helps a city answer three fundamental questions:
What threats and hazards can effect our community?
What impacts could those events cause?
What capabilities do we need to prevent, protect against, respond to, and recover from them?
THIRA is part of the National Preparedness System and is used nationwide by state, local, tribal, and territorial governments to guide preparedness efforts.
Initiate a time-sensitive, flexible planning process that builds on existing plans and incorporates real-time intelligence.
